In order to strengthen the linkage between home and school, the Parent-Teacher  Association was established in 1996. Various functions are arranged to bring parents and teachers together.

The aims of the Association are :

  • Promote close liaison between school and home
  • Foster friendly relations between parents and teachers and among parents themselves.
  • Discuss matters of mutual concern in a common effort to improve pupils’ welfare, personal and academic growth.

1. Name

The name of the Association shall be Li Cheng Uk Government Primary School Parent-Teacher Association (here after referred to as the Association).

 

2. Address

Li Cheng Uk Government Primary School

43 Tonkin Street, Shamshuipo, Kowloon.

 

3. Aims

The aims of the Association shall be

  • to promote close liaison between parents and teachers and among parents themselves;
  • to foster friendly relations between parents and teachers and among parents themselves;
  • to discuss matters of mutual concern in a common effort to improve pupils’ welfare, personal and academic growth.

 

4. Membership

(i) Type

Ordinary Members

  • All parents or guardians of pupils currently enrolled in the school are automatically members of the Association. Annual fees of HK$50 shall be levied for membership.
  • The present school head and teachers of the School. ( No annual subscription shall be paid.)

Honorary Members The past school heads and teachers of the School. (No annual subscription shall be paid.)

(ii) Rights and Duties

  • Ordinary members shall have the right to elect office-bearers and to be elected as office-bearers, as well as the right to vote at meetings which they are entitled to attend.
  • Both ordinary and honorary members shall have the obligation to observe the rules of the Constitution and to abide by the decision of the meeting.
  • Annual subscription of fifty Hong Kong dollars ($50) shall be paid within 4 weeks on becoming an ordinary member of the Association and thereafter the annual subscription will be paid at the beginning of academic year.
  • Members shall have no further monetary obligations to the Association other than those specified in (c). Any member willing to make donations for a worthy cause to be undertaken by the Association may do so entirely voluntarily.
  • All subscriptions once paid shall not be refunded in the event of withdrawal of membership.
  • Honorary members any be appointed as consultants of the Association.
  • Honorary members shall not have the right to vote or to be elected.
  • Honorary members shall have the right to participate in all activities of the Association.

 

5. Organization

  • The organization shall consist of a General Assembly and an Executive Committee (Hereafter referred to as the Committee).
  • The General Assembly shall be the highest authority of the Association and composed of all the members. When the General Assembly is in recess, all matters of the Association shall be managed by the Committee.
  • The General Assembly may be annual or extraordinary and shall be convened by the Committee.
  • The General Meeting shall be held during the month of October each year. At the meeting, the Chairman shall report on the general affairs and the Treasurer shall report on the financial situation of the Association. The chairman shall also conduct the election of office-bearers of the Executive Committee for the ensuing year. Notice of the Annual General Meeting shall be sent to members 14 days before the meeting.
  • Extra-ordinary General meetings may called receipt of a written request from at least twenty members of the Association. Stating the subject or subjects for which the Extra-ordinary General Meeting is being called. Fourteen days notice of such meeting shall be given to members.
  • The quorum for all General Meeting shall be at least 50 members.
    If the quorum cannot be attained, then the meeting will be adjourned. The members will be informed about their insufficient quorum and about the date for the next meeting, which will then be carried on even without sufficient quorum.
  • The Committee shall be composed of fourteen ordinary members, seven of whom are parent-members and the remaining seven are teacher -members. The latter are recommended by the Head of the School. The appointment of these teachers as members of the Committee is to be confirmed at the General Meeting.
  • Three of the parent-members shall be nominated and invited by the outgoing committee members and four shall be elected in the annual General Meeting.
  • Committee members shall receive no remuneration form the income of the Association.
  • The old and new Committees shall jointly hold the first meeting as soon as possible after the annual general meeting and shall elect the following office-bearers.

  2. 2 Vice-chairmen ( 1 Parent-member and 1 teacher-member )
  3. 2 Hon Secretaries ( 1 Parent-member and 1 Teacher-member )
  4. 2 Hon Treasurers ( 1 parent-member and 1 teacher-member)
  5. Welfare and Activities Co-ordinators (2 parent-members and 2 teacher -members)
  6. Liaison Officers ( 1 parent-member and 2 teacher-members) The School Head is the Consultant of the Committee.
  • Except for the ex-official members, the term of office of each committee member shall be one year and can be extended if re-elected.
  • The Committee shall have the power to co-opt member to fill vacancies occurring during the year.
  • The Committee shall have the power to co-opt members in and advisory capacity for any specific purpose.
  • The Committee shall have the power to appoint Sub-committee(s) to promote activities in pursuit of the aims of the Association. Membership of such Sub-committee(s) shall not only be limited to the members of the Committee. Sub-committee(s) must obtain prior permission of the Committee for any use of the Association’s fund.
  • During the same term, no two members of the same family shall serve on the Standing Committee.
  • The quorum for a committee meeting shall be ten.
  • The committee has the power to monitor the election of parent managers in SMC.

 

6. Finance

a. The purpose for which the funds of the Association may be applied to further its aims and to meet its recurrent expenses.
b. It shall be the duty of the Honorary Treasurer to report on the financial condition of the Association at Committee’s meetings.
c. The Committee shall have the power to grant at its discretion sums of money from the Association funds to the School to be used for scholarships, prizes, or other purposes and the Head of the School shall have full authority to use the sums so granted.
d. All cheques for the withdrawal of Association money shall be valid provided they are signed by the following officers – Chairman, Vice-Chairman, Hon Secretaries or Hon Treasurer on the condition that the two signatories comprise one parent-member and one teacher-member.
e. In case the Association should be involved in any debts or liabilities, it shall be the responsibility of all the office-bearers of the term in which the debt or liabilities are incurred to meet such debts or liabilities.
f. An Hon Auditor shall be appointed by the Committee to audit the accounts of the Association at least once a year.

 

7. Amendment to the Constitution/ Dissolution of the Association

a. Any amendment to the Constitution must be approved by a two-thirds majority of members present at the Annual General Meeting or Extra-ordinary General Meeting.
b. Should the Association dissolve, the decision shall be assented to by a two-third majority of members present at the Annual General Meeting or Extra-ordinary General Meeting. Any remaining assets of the Association shall then be donated to the Extra-curricular Activities Funds of the School.
c. Approval of the Registrar of Societies and the Director of Education

i) Whenever amendments to the Constitution are desired, the Secretary shall submit a draft of the proposed amendments to the Registrar of Societies and the Director of Education and request their approval in accordance with the Societies Ordinance in force.


ii) Such amendments to the Constitution shall not be placed on the agenda of any meeting of Association until the prior approval of the Director of Education and the Registrar of Societies has been obtained in writing.
